ConvertCookieFormat#

Converts cookies between JSON (browser-extension format) and Netscape (tab-separated). Text starting with [ or { is JSON; text with tabs is Netscape.

Returns: The converted text, or the input when it is already in the requested format. Throws on an unknown format.
